Ruth is a Chartered Town Planner, having been elected to the Royal Town Planning Institute in 1996. She has over 26 years of planning experience having held senior planning officer positions at Cherwell District Council, East Hampshire District Council and Eastleigh Borough Council before moving into private consultancy in 2009. At Paris Smith LLP, Ruth works as an Associate Planning Consultant within our Planning Consultancy Team.
Ruth advises on all aspects of urban and rural planning, providing advice to companies, private individuals and local authorities on all matters relating to the development of land and property. Ruth’s work covers a wide range of sectors including residential, retail, leisure, health care, and utilities. Recent work has included acting for Eastleigh Borough Council as a planning expert witness in a number of residential appeals (including the successful defence of a recovered appeal at Hamble Station), obtaining planning permission for sewerage schemes for Southern Water, continued work on the prestigious redevelopment of the Ageas Bowl Stadium, hotel and golf course development, and securing permission for a number of office to residential conversion/extension schemes across the south of the Country. Ruth is currently providing planning support to the Eastern Solent Coastal Partnership (on behalf of Portsmouth City Council) with their Southsea Flood Defence Scheme. This project is seeking to deliver vital new flood defences along 4.5km of seafront, from Old Portsmouth to Eastney.
Ruth has particular expertise in permitted development changes of use/prior approval applications and provides training to developers on such matters.
Ruth’s particular skills lie in devising strategies and applying innovative thinking in order to minimise developer risks and maximise development potential of sites. She has an excellent track record in securing planning permission and winning appeals.
